Parish Clerk

Hellesdon Parish Council have an opportunity/vacancy for the full time position of Parish Clerk and Responsible Finance Officer.

We are looking for an experienced Clerk/Manager as Head of Staff who can help steer us towards achieving our future plans, turn decisions into action and ensure the consistent delivery of high-quality services for the residents of Hellesdon. With a precept in excess of £600,000, Hellesdon Parish Council is one of the largest first tier councils in Norfolk.

We require a proven track record in multi-faceted management, administration, financial procedures, policy, project development/ management/delivery, event co-ordination/management, communication and strategic thinking. Experience of working in local government would be preferred, full training will be given to the right candidate who is expected to lead the staff and advise the council.

The successful candidate will be office based, to oversee and be responsible for a small staff team covering administration, grounds, facilities and café, working with elected councillors on behalf of Hellesdon Parish Council.

Applications are especially invited from persons who already hold the Certificate in Local Council Administration (CiLCA) or a commitment to work towards obtaining this qualification within two years of appointment. Training and support will be provided if required.

Hours: Full Time (37 hours per week including evening meetings and occasional weekend working)

Pay Progression: SCP 34 – 41 (£45,091 – £52,413 per annum) – Local Government Pension Scheme

Groundsperson & Deputy Facilities Manager

Hellesdon Parish Council are looking to appoint a reliable and skilled individual to the NEW full time role of Groundsperson & Deputy Facilities Manager. This is a hands-on developmental role ideal for someone with a strong background in horticulture and grounds maintenance who is looking to expand their skills into facilities and caretaking management.
 
The successful candidate must hold NVQ Level 1 & 2 in Horticulture and have experience in fine turf care and football pitch maintenance. They should also have a keen interest in the maintenance of play areas, hard courts, allotments, and public open spaces.
 
In addition to grounds and gardening duties, the postholder will receive in-house and management training to support the management of a busy community centre, learn about council buildings maintenance, and gain exposure to budgets, contractor liaison, and the wider function of the local council.
 
The successful candidate will assist and deputise for the Facilities Manager and work with the grounds maintenance and caretaking team covering administration, grounds, facilities and café, working with elected councillors on behalf of Hellesdon Parish Council.
 
Hours: Full Time (37 hours per week including occasional weekend working)
 
Pay Progression: SCP 12 – 15 (£28,598 – £30,024 per annum) – Nest Pension Scheme
