1. Apologies and acceptance for absence

Apologies received and accepted from Cllr Wright

2. Declarations of interest and Dispensations

Cllr Britton declared an non pecuniary interest in relation to item 5.2 as the policies
had been written by his daughter who is an officer for Broadland District Council.

3. Minutes of meeting held on 4 August 2015

The minutes having previously been circulated, were approved and signed by Cllr
Britton as a true record.

5. General Matters

5.1 - Planning applications
20151241 – 26 Links Avenue. Single Storey Rear Extension.
20151310 – 47 Bernham Road. Single Storey Rear Extension.
20151330 – 22 Gowing Road. Front & Rear Dormers & Associated Loft Conversion
Works.
RESOLVED to support the above applications.
15/01077/F – Land North East of Junction Hellesdon Hall Rd & Sweet Briar Road.
Creation of Vehicular Access to Hellesdon Hall Road & Erection of 1 No. Commercial
Mixed Use Class Building (B8/A1) including Mezzanine, Outdoor Project Area &
Secure Compound Including Servicing Arrangements Car Parking & Landscaping
RESOLVED to support the application, however concerns were raised at the
positioning of the new turning off Hellesdon Hall Rd as traffic often queues across this
point. The right hand turn filter lane was noted.

 20151333 – 151 Middletons Lane. Sub – Division of Plot and Erection of 1 No.
Dwelling.
RESOLVED to object to the proposals as concerns were raised in respect of the
access point in Kinsale Avenue creating an increase in traffic conflicting with the
driveway of the school.
20151349 – 216 Reepham Road. Rear Extension
RESOLVED to support the application subject to the planning officers agreement
regarding the loss of trees on the site.
20151342 – 47 Holt Road. Single Storey Rear Extension (Revised Proposal) (Part
Retrospective). The Committee were unable to pass comment on the application due
to the sub standard quality of the plans submitted which provided insufficient detail.
5.2 Broadland District Council. Gambling and Licensing Policies arising from Licensing Act
2003 & Gambling Act 2005. Policies due to expire January 2016.
Noted.

6. Exchange of Information
The Deputy Clerk advised that confirmation had been received that application
20151084 had been granted planning permission by the District Authority. Norfolk
County Council’s Highways department had raised no concerns about additional traffic
or parking issues and that the application complies with policies TS3 and TS4 of the
DM DPD.

7. Date, time and venue of next meeting

It was agreed the next meeting would be held in The Council Chamber,
Diamond Jubilee Lodge on Tuesday 15 September 2015 commencing at 6.30pm.
