Minutes of the meeting of the Planning Committee held on
Tuesday 6 October 2015 at 6.15pm in Hellesdon Community Centre, Hellesdon

Cllr Britton opened the meeting and welcomed those present.

All members present.
2. Declarations of Interests and Dispensations
None declared.
3. Minutes of meeting held on 15 September 2015
The minutes having previously been circulated, were approved and signed by Cllr
Britton as a true record.
4. Public Participation
Representations were made in respect of objections to applications 20151312 and
20151503.
5. General Matters
5.1 – Planning applications
20151447 – 140 Middletons Lane. Single Storey Rear Extension.
20151487 – Land at Arden Grove/Reepham Road. Variation of Condition 2 of
Planning Permission 20150270 – Change of Use of Agricultural Land to Recreational
Use including New Access and Erection of Entrance Pillars and Gates.
RESOLVED to support the above applications.
20151312 – The Whiffler Public House Boundary Rd. 1) Extensions & Alterations to
Existing Public House & Gardens including Roof Terrace. 2) Revised Parking, New
Cycle Parking & Associated Works. (Amended application)
RESOLVED to object due to the current inadequacy of parking facilities which with
development increases demand but removes current spaces and pollution from noise
and smell

20151503 – The Whiffler, Boundary Rd, Hellesdon. Proposed 30 bedroom Hotel
within the grounds of existing pub/ restaurant including parking, landscaping and
associated works.
RESOLVED to object due to the current inadequacy of parking facilities which with
development increases demand but removes current spaces. Pollution from noise and
smell. The design and height of the building being three storeys is out of keeping with
the street scene and causes an overlooking impact to neighbouring bungalows.
Currently the area is served by large hotels and the concern is of need. Flooding in
inclement weather affects the rear of the public house. Parking provision does not
meet current parking standards.
20151572 – 18 Westwood Drive, Hellesdon. Single Storey Extension & Detached
Garage
RESOLVED to support.
Y/5/2015/5007 – Heather Avenue County First School, Warren Avenue, Hellesdon.
Erection of detached classroom with covered deck area and external lighting. It was
noted the deadline for response had passed and
RESOLVED the amendments do not alter the original decision to support.
6. Exchange of Information
Application 20151342, 47 Holt Road which did not receive comment due to poor
standards of the plans has been approved by BDC.
7. Date, time and venue of next meeting
The next meeting would be held in The Council Chamber,
Diamond Jubilee Lodge on Tuesday 20 October 2015 commencing at 6.30pm.
The meeting closed at 6.55pm
