Minutes of the meeting of the Planning Committee held on
Tuesday 17th April 2018 at 6.30pm in
The Council Chamber, Diamond Jubilee Lodge, Hellesdon

Mr. and Mrs Wenn, Mr. and Mrs Ashton and Mr. Sam Bishop were also in attendance.

The Chairman welcomed Members and opened the meeting at 6.30p.m.

1. Apologies and acceptance for absence
Apologies were received from Cllrs King and Buck

2. Declarations of Interest and Dispensations
None recorded.

3. Approval of minutes of the committee meeting held on 3rd April 2018
Minutes as previously circulated, were proposed, confirmed and signed.

4. Public Participation

Mr and Mrs Ween and Mr and Mrs Ashton spoke passionately about their
objections to application number 20180508 for 84 Hercules Road. They
complained of the nature of the proposed balcony and the subsequent lack of
privacy and encroachment onto their properties they would experience should
permission be granted. Concerns about the level of noise at the property in
question were also raised. Objections were also raised about the size of the
development and to the veracity of the plans in questions as work seems to not
have been completed on existing planning permissions at the property.

Mr. Sam Bishop also commented on his own proposed planning permission
number 20180483 for 63 Woodland Road. He gave details on the nature of the
development and emphasised that while the development seemed large it was
in keeping with the street scene.

The meeting considered the following applications:

20180473 – Sub Division of Garden & Erection of Dwelling & Garage - Land Adjacent to 4 Chapel
Court, NR6 5NU – Mr P Broadwater – RESOLVED TO OBJECT due to the development being
out of scale and character with other local properties.

20180322 – Installation of a Combined Heat & Power (CHP) Unit – Esporta Health & Racquet Club,
Norwich Sports Village Ltd, Drayton High Road, NR6 5DU – Mr Sean Jones – RESOLVED TO
SUPPORT subject to the environmental health officer being satisfied with noise pollution
levels between 6am and 11pm.

20180468 – First Floor Rear Extension – 92 Cromer road, NR6 6XN – Mr Dave Matthews –

RESOLVED TO SUPPORT

20180483 – Sub Division of Garden & Erection of Two Semi-Detached Houses – 63 Woodland
Road, NR6 5RW – Mr Sam Bishop – RESOLVED TO SUPPORT after a vote with 3 in favour and
1 objection.

20180507 – Single Storey Rear Extension – 7 Gowing Road, NR6 6UW – Mr Pointer – RESOLVED

TO SUPPORT

20180508 – Front & Side (Rear) Dormers with Rear Balcony – 84 Hercules Road, NR6 5HJ – Mr
Georgi Nedelchev – RESOLVED TO OBJECT due to the excessive size of the proposed
extension and privacy and encroachment issued onto both neighbours. Also due to be an
overdevelopment of the general area.
