ITEM NO: 5a

Clerk’s report for Full Council meeting 10 March 2026
Period 11 February 2026 to 5 March 2026

It has been an exceptional busy period for me and the rest of the office team. We have also
been down to 2 staff members for the majority of the time as holidays are being taken as we
head rapidly towards the year end (31 March). This is an area I intend to address for 26/27
for all staff that consideration is given to planning holidays across the holiday year to aid
workflow and capacity.
An update on some matters below:
Rialtas accounts backlog
We are making steady progress on this issue but Richard Bishop from Norfolk Parishes
Training and Support (NPTS) was unfortunately unable to commit to us every week in the
last period. Richard has rearranged his diary so he will be with us on Thursdays for the next
4 weeks which should take us to year end procedures. A further update from Richard is
provided separately for item 6 financial reports. Although there is some pain to be endured
presently, this will more than be compensated for once the new financial year begins and we
move permanently to Scribe which will be much easier to operate and will provide the
necessary reports for closer financial monitoring.
Current account transfer to Unity Trust Bank
The transfer of accounts did eventually happen, however we had an issue with Barclays in
that they did not switch off the auto sweep facility from the deposit account that runs
alongside the current account, and therefore transferred only a minimal balance across to
Unity before then closing the current account. This was only a few days before payday and I
am extremely grateful to Cllrs Douglass and Johnson (as the last 2 councillors remaining on
the Barclays mandate) who had to travel to the main branch of Barclays in the centre of
Norwich with ID, to ensure the balance of the deposit account was transferred to Unity. I will
lodge a complaint with Barclays as it was their fault the auto sweep facility was not switched
off the day before the transfer.
Deputy Clerk Vacancy
The recruitment process has been completed and I am delighted to announce that Rebecca
Larke will be joining the Parish Council on 16 March 2026 as our new Deputy Clerk.
Rebecca, who is a Hellesdon resident, brings with her a wealth of experience in
administration and budgeting from her previous roles in the NHS, as well as management
qualifications. Rebecca is hoping to be present at the Full Parish Council meeting on 10th
March 2026 to introduce herself.
Rebecca has already started some online training with NPTS and I’m looking forward to her
start date, so we can begin to tackle some of the backlog and governance issues that have
build up.

Payroll
The first payroll using Stevenson Smart Chartered Accountants has taken place with great
success. All staff were paid correctly and on time and had more detailed payslips provided
than previously, which also links to a portal where staff can log on and view their own
payslips, P60s etc… without having to ask the office to produce. Paper copies are still being
printed for those staff that request them.
Telecommunications Mast
I have enquired with the applicant, their agents and the Broadland District Council (BDC), as
the planning authority, as to whether they would be prepared to attend a public meeting to
discuss the application further. The agents and BDC have declined the offer. Cornerstone’s
agents advised that they would pass the request on to them. I am yet to receive a response.
Even if the Parish Council were minded to arrange a meeting, it seems that the main
attendees required would not be present. However, we are aware that if the application is
minded to receive approval from BDC officers, then the application will be discussed at
Committee and not delegated to officers. This will give parishioners as well as the Parish
Council a further opportunity to raise objections.
Lining of Community Centre Carpark
Members will hopefully have seen that the car park and driveway entrances and exits have
been remarked. This should make parking more responsible and keep areas for emergency
vehicles free of obstructions.
Resignations
Members will be aware that Cllrs Smith and Britton have resigned from the Parish Council.
Notices of casual vacancies will expire on 16/17 March respectively. If no elections are
called then the Parish Council will be able to co opt new members on to the Parish Council
using the Council’s co option policy.
Pre Election Period (“Purdah”)
Whilst this does not directly affect the Parish Council, members may wish to be aware that
the Pre Election Period is due to start on 31st March 2026 for the County Council elections
due to take place on 7 May 2026.

Item 6

Report for Full Parish Council meeting 10 March 2026

6. Financial Matters

Financial Matters
a) Approval of Payments – to 28 February 2026
b) Earmarked Reserves Summary- to 28 February 2026
c) Approval of Receipts – to 28 February 2026
d) Detailed Income and Expenditure to 28 February 2026

Unfortunately I am unable to provide the meeting with the above information. There is a later
item for earmarked reserves at 6f on the agenda.
Whilst we are making good progress on “reconstructing” the financial records it is taking
longer than anticipated especially given the position that I am untrained on the Council’s
current accounting software Rialtas. The move to Scribe will begin on 1 April 2026.
Richard Bishop from Norfolk Parishes Training and Support who is helping me with Rialtas
has provided me with an update of the progress as follows:

Hi Jonathan,
As promised, I will give you a summary of where I am with the Rialtas Accounts and how to
take you through to the year end. First of all, I have discussed the situation at Hellesdon with
my NPTS colleagues, and I have managed to re-arrange my commitments in the coming
weeks. I will now commit to the next four consecutive Thursdays, which should take you
through to 2nd April. We should be just about be at the year end, with only a few March
invoices coming in after that date.
I am making good, if slow progress with the January and February inputting, the problems
are twofold, trying to figure out the coding and applying consistency from previous inputting.
Rialtas offers you many choices and unfortunately many ways of messing things up if care is
not taken. Once you have established the pattern of how the inputting of invoices into the
purchase ledger and where previously you had got to in the accounts, as I would have
preferred a clean break at 31st December, instead of 13th January, which is where you
balanced the bank accounts to. The invoicing in the sales ledger for regular customers
worked really well, the ad-hoc invoicing less so, and we discussed the issue of deposits paid
and refunded, where the audit trail is a little unclear at present.
In summary, I am 95% there for January and once this is all balanced, February and March
should then be more straightforward. I am aware that councillors maybe anxious that they
haven’t had much financial information of late. The fact is that there is little point in
circulating incomplete information. I can reassure councillors that I have found no
problems with the accounts, other than establishing the correct pattern of inputting, so that
it all makes sense and it balances.
Next week the aim is to fully complete January, to complete the bank reconciliations and
make further progress with February, of which 50% is already inputted.
Richard Bishop – NPTS
5 March 2026

It is pleasing to hear that Richard has not uncovered any issues with the accounts, this is
purely a software inputting/data issue. The good news is that the Bank Accounts and Rialtas
did reconcile to 13 January 2026. I am very hopefully by next month will shall be back to
producing a full set of financial reports.

Current Net Transfers Balance after Proposed

      EMR £ £

Reasoning for change to balance: Fund no longer required.

Current Net Transfers Balance after Proposed

  325 EMR CCTV 22,000.00 22,000.00 £0.00 PP&R
Reasoning for change to balance: The project has now been completed and the invoice is about to be paid which shall take the balance down
to nil.
                                                                                                Closing
Current Net Transfers Balance after Proposed

      EMR Burial Ground £ £ £
  328 Land 10,000.00 10,000.00 12,000.00 PP&R

Reasoning for change to balance: Historically, the Parish Council added £2k to the reserve each year. As the Council are unsure of the position
in relation to the acquiring of burial land the reserve should continue.

                                                                                                 Closing

Reasoning for change to balance: This reserve was being held as contingency for new roof project. The work is now completed.

  332 Hellesdon 4,609.76 4,609.76 5,000.00 PP&R

Reasoning for change to balance: The Parish Council is keen to promote this grant scheme and wants to add additional monies for groups,
societies and organisations to bid.

                                                                                               Closing

Dear Mr Hall

Hellesdon Parish Council
Interim internal audit visit on 10 and 11 December 2025

Further to our mid-financial year visit to the Council’s offices on 10 & 11 December 2025 to test transactions
during the first half of the current financial year, I set out here the findings from our visit. These will feed into
our responses in the Annual Internal Audit Report 2025/26 which will form part of the Annual Governance and
Accountability Return 2025/26.

As you are aware, not all our procedures were carried out as some are restricted to the year-end and these will
be performed once the accounts for the year ending 31 March 2025 have been prepared. We will update and
conclude our testing during our financial year-end visit on 13 May 2026.

Below, we record for your information:
1. Matters arising from our interim visit on 10 and 11 December 2025
2. Follow up on matters raised in our previous narrative report issued on 2 June 2025

1. Matters arising from our interim visit on 10 and 11 December 2025

In the 15 months before our visit, three of the four central office staff had left within a six-month period. Only
one departure was planned for in advance and so allowed a handover period with the departing officer’s
successor:

Departure Date they left HPC Handover period to successor
former Finance Officer Retired, September 2024 1 month handover to the Deputy Clerk
former Administration Officer Left, January 2025 No handover.
former Parish Clerk Left, March 2025 No handover. New permanent Clerk joined
HPC in January 2026 (an experienced
                                                                                                                                             locum Clerk provided part-time cover
                                                                                                                                             between April to December 2025)

The staffing shortfalls, in particular there being no permanent Parish Clerk in place for nine months, have
made it challenging for the Council’s officers to keep up to date with all required procedures, with many tasks
being done on a ‘firefighting’ basis to meet the most urgent deadlines. In addition, the general absence of
handover periods with successors has resulted some institutional knowledge of procedures being lost.

This has resulted in us identifying more recommendations than usual, and we have therefore set them out in
tabular form in a separate Appendix 1 attached to this letter.

Full lists of Larking Gowen LLP members and non-member partners are available at the above address. Larking-gowen.co.uk
“Larking Gowen” is the trading name of Larking Gowen LLP which is a limited liability partnership registered in England and Wales (LLP number OC419486). Where we use the word partner it refers to the members of Larking
Gowen LLP and to any non-member partners. Registered to carry on audit work in the UK, regulated for a range of invest ment busi ness act iv it ies a nd l icen sed t o carry out t he res erved l ega l act iv it y of non -

Within Appendix 1, I would particularly draw your attention to the two recommendations which are likely to
impact most significantly when we conclude on our year-end opinion in the Annual Internal Audit Report [AIAR]
2025/26:

• Recommendation 6 (risk registers) – This recommendation must be cleared by the end of March 2026
to allow us to give a ‘Yes’ answer in line C of the AIAR (“This authority assessed the significant risks to
achieving its objectives and reviewed the adequacy of arrangements to manage these”)

• Recommendation 7 (prompt banking of cash receipts) – This will be one of key points which feeds into
our assessment of AIAR line E (“Expected income was fully received, based on correct prices, properly
recorded and promptly banked”).

Whilst there are a significant number of recommendations in Appendix 1, by setting out each one in detail we
aim to give officers and councillors a helpful list of areas to focus attention on during the remainder of the
current financial year, once the new Clerk is in place and staffing levels are back to normal. The number of
recommendations would not in and of itself prevent us giving ‘clean’ opinions in any lines of the AIAR 2025/26
(with the exception of the points relating to Recommendations 6 and 7, as noted above).

2. Follow up on matters raised in our previous narrative report issued on 2 June 2025

We record below all our year end recommendations for the 2024/25 financial year, along with the updated
status of each recommendations at the time of our December 2025 visit.

their training and continuing professional development needs. Recommendation 1 at Appendix 1.
We raise this as the Parish Clerk, Finance Officer and Administration
Officer all left HPC in FY 2024/25 with a risk that some institutional
knowledge may have been lost.
This risk is increased because the Clerk and the Administration Officer
both left before their successors were appointed which meant there was
no opportunity for a handover period of sharing knowledge with their
direct successors. (In contrast, the now-retired Finance Officer did have a
handover period with the new Deputy Clerk).

ITEM NO: 9

9. To consider nominating The Bull Public House as an Asset of Community Value.
(Cllr David Maidstone)

What is an Asset of Community Value (ACV)?
An Asset of Community Value (ACV) is a building or piece of land that a local community
considers important to its social well-being or social interests. The concept was introduced in
England by the Localism Act 2011 under the Community Right to Bid provisions.
What is the Legal Definition for an ACV?
A building or other land is classed as an ACV if:

• Its current or recent use furthers the social well being or social interests of the local
community, and

• It is realistic to think that such use can continue (or resume) within the next five
years.
Parish councils can nominate buildings or land in their parish for the District Council to
consider whether it can be listed as an ACV?
It is worth noting that current owners of the land or property may claim compensation from
the District Council if they suffer loss as a result of listing or moratorium processes.
What does it mean in practical terms if a building such as The Bull Public House was
listed as an ACV?
Once listed, the pub appears on the local authority’s official list of ACVs for five years. It also
becomes a local land charge, meaning the ACV status is recorded on the property title. Any
prospective buyer or developer will be aware the asset has protected community value.
If the owner intends to sell or dispose of the pub, they are legally required to inform the
District Council. The owner cannot quietly or quickly sell the building. The community is
guaranteed notice.
What happens if The Bull was listed as an ACV and the owner wished to sell the
building?
There would be a mandatory pause on any sale. This is known as the moratorium period.
The first period is the six week interim moratorium. After notifying the council, there is 6
weeks during which community groups, including the parish council, can express interest in
bidding. If no community group comes forward, the owner is free to sell.
The second period is the six month full moratorium but this is only triggered if the community
expresses interest.
If a community group does express interest, a full 6-month moratorium applies.
During this period, the owner cannot sell the asset except to a community interest group.
The community gets up to six months to organise, raise funds, create a bid, or prepare a
community led purchase plan. The owner experiences a delay but can accept any bid after
the moratorium ends.
There is No Right to Buy, only a Right to Bid. It’s important to understand that an ACV listing
does not force the owner to sell to the community. The legislation gives a right to bid, not a
right to buy. Even after the community bids, the owner may still legally sell to whoever they
wish once the moratorium ends.
ACV status can be a material consideration in planning decisions, for example for change of
use from pub to housing, though it does not block planning applications by itself. ACV status
strengthens arguments against change of use that would remove the community function of
the building and gives the community a stronger voice in planning consultations.
Where an owner incurs losses because of the moratorium, they may apply for
compensation from the District Council, not the nominating parish council. Hence sometimes
Districts can be reluctant to list an asset. The parish council has no financial liability arising
from the listing.
ACV listing only lasts five years, after which it can be renominated if the community still
considers it important. It is important to realise that an ACV is not permanent, but renewable
to maintain protection.

Item 10

10. To consider proposal to hold a Financial Wellbeing Event in the foyer of the
Community Centre.

The Parish Council has been approached by Karen Howard of Yorkshire Building
Society(YBS) to explore the possibility of holding a financial wellbeing event.

YBS really believe this could be an incredibly valuable session for everyone. When an event
goes well, it often opens the door to long-term partnerships — something YBS would be
genuinely excited to explore together.

To summarise this is what YBS are proposing.
What the activity involves:
   • A small, light-touch information stand in a communal area
   • YBS colleagues available for brief, informal conversations about our savings
       products
   • No proactive selling, no advice given, and no personal information collected
   • We handle all logistics, set-up, and promotion
   • Minimal disruption to your usual operations
Benefits for your organisation:
   • Positive Community Impact: Supporting your customers’ financial wellbeing
   • Publicity Opportunities: Promoted through social media and local channels
   • Employee Engagement: Your staff can also access the financial wellbeing event for
       information
   • Future Collaboration: Successful events can lead to ongoing partnerships

Why do YBS seek to undertake this sort of activity?
YBS holds community financial wellbeing events as part of its wider social purpose mission
to provide real help with real life and support communities facing financial challenges. Their
work is grounded in long term commitments to financial education, financial resilience, and
support for those experiencing financial hardship.

1. To Support Financial Wellbeing in Their Communities

YBS has a strong focus on helping people who are facing financial hardship through
partnerships with organisations like Citizens Advice and FareShare. Their community
efforts include direct support to individuals who need help managing money or dealing with
financial crises.
These events often provide:
• Guidance on budgeting
• Advice about dealing with debt
• Support with benefits and income maximisation
• General financial capability training
This aligns with YBS’s mission to promote financial resilience and wellbeing, especially for
vulnerable groups.

2. To Deliver Financial Education Programmes

YBS runs Money Minds, an educational programme aimed at teaching both children and
adults about financial concepts and preparing them for real-life financial situations. Staff
regularly volunteer to deliver these sessions in the community.
Their financial wellbeing events extend this educational approach, making learning about
money:
• Accessible
• Practical
• Community-focused
This supports long-term financial capability across all age groups.
3. To Address Financial Hardship Through Community Partnerships
YBS’s community strategy prioritises alleviating financial hardship as one of its core pillars.
They do this through targeted community programmes and strategic partnerships designed
to help people struggling with essentials like food, clothing, housing, or employment.
Financial wellbeing events help:
• Identify needs within the community
• Connect residents with support services
• Provide early intervention that can prevent severe financial difficulties
4. To Use Their Branch Network to Offer Accessible, In-Person Support
YBS hosts Citizens Advice advisers in many of its high-street branches, offering free,
face-to-face support with a strong emphasis on financial wellbeing. This includes help with
benefits, debt, consumer rights, and other matters affecting financial health.
Holding community financial wellbeing events is an extension of this service model—bringing
practical, accessible advice directly to the people who need it.

5. To Fulfil Their Mutual Ethos and Social Purpose

As a mutual organisation, YBS reinvests in its members and local communities instead of
shareholders. Their CSR and social purpose teams actively work on improving:
• Financial education
• Employability skills
• Community resilience
• Support for charities tackling poverty
They invested over £1.8m in community initiatives in 2024/25, demonstrating their
commitment to supporting financial wellbeing in tangible ways.
Recommendation
At the SLCC conference I attended in January 2026, in talking to Clerks across the country
partnership working with other companies, organisations and principal authorities is
becoming the norm and many Town and Parish councils have been able to bring additional
services to their area which did not exist previously. Whilst this initiative does involve
partnership with a “commercial company” the YBS is a mutual and does not have
shareholders to pay.
If this collaboration worked well it could bring other benefits such as increased footfall in the
Community Café as well as providing a platform for other organisations such as Citizens
Advice Bureau. The Community Centre could enhance its status a community hub for
Hellesdon.
As far as I am aware no other bank or building society has approached the Parish Council
before and I think it may be worth considering for a trial period.

Subject: Review of the Greater Norwich Local Plan - Call for Sites

Dear Stakeholder,

We are getting in touch with you as your details are currently held on the Greater Norwich Local Plan
(GNLP) database so that you can be notified of any local plan related work.

The Greater Norwich authorities (Broadland District Council, Norwich City Council and South Norfolk
Council, working with Norfolk County Council) are now preparing to review the Greater Norwich Local
Plan which was adopted in March 2024.

This upcoming review is prompted by national planning reform and the government’s new method for
calculating housing need. In addition, the government has introduced a new plan-making system,
which changes the way local plans are prepared.

 If you do not want to receive any further emails from us about the review of the Greater
Norwich Local Plan, please reply and change the email 'Subject' to UNSUBSCRIBE
 We will update our records to show you no longer wish to be notified about local plan related
       work.

Please note you may receive an additional email from us in due course asking for permission to hold
your data.

Review of the Greater Norwich Local Plan - Call for Sites

As part of the early preparation stage of reviewing the GNLP, the Greater Norwich authorities have
opened a Call for Sites. Landowners, developers, and other interested parties are invited to submit
sites that may be suitable for housing, employment or other uses.

The Greater Norwich authorities will then assess submissions to identify which sites may be suitable
to allocate in the reviewed local plan. This will form the basis of a future public consultation.

The Call for Sites is open from 9th February 2026 – 23rd March 2026.

This is an evidence gathering exercise rather than a consultation, so there is the possibility that the
call for sites may reopen later in the year.
You can find more information on the Call for Sites and the review of the Greater Norwich Local Plan
here: https://gnlp.oc2.uk/

Further information about the next stages of the plan review will be provided in due course.

13. To note request from developer to accept the naming of new development
off Hawthorn Avenue as Gallant Close.

David and Ruth Southgate popped into the Parish Council to see me and to ask whether
their retirement homes development project off Hawthorne Avenue could be called Gallant
Close.
They have been in discussions with Broadland District Council (BDC) who have approved of
the road name but advised that the Parish Council would need to be consulted and a letter of
support sent to BDC to advise them the naming received the agreement of the Parish
Council.
Recommendation
Whilst it is a obligation of a District Council to consult the Parish Council with new road
names for developments, it remains the statutory power of the District Council to approve
road names. Given BDC’s approval, I would suggest that the Parish Council supports the
new road name.
