Minutes of the meeting of the Property Policy & Resources Committee held on
Monday 21 December 2015 at 7pm in

Cllr Gurney opened the meeting and welcomed those present.

1. Absence and Apologies for absence

Cllr’s Prutton– apologies received and accepted

2. Declarations of Interests and Dispensations

Declarations of Interest. None received.
Dispensations. The Clerk to the Council had received written request and granted
dispensation for the remaining term of office to the following members to discuss
financial matters appertaining to the setting of the parish precept:

             Cllr N Hopkins

3. Approval of the minutes of the meeting held 10 December 2015

These were not available. To be presented at the next meeting of the committee.

5. General Matters

Property Policy & Resources General
5.1 – Financial Reserve Management. The document was reviewed. It was noted the
central scheduled of earmarked reserves would be addressed at the next meeting.
It was agreed to accept the document in principle with a recommendation to full
council to accept being made following addressing the central schedule of earmarked
reserves.

 5.2 – Outturn for 2015/2016. This was agreed in principle noting that should the
budget and precept not be agreed tonight that indicated figures are likely to change on
re-presentation.
5.3 – Budget & precept for 2016/2017.The summary presented indicated the Total Net
Expenditure for 2016/2017 is £511240.00 which equates to a 26.72% increase on last
years precept. The increase was substantiated within the presented report and this
was accepted. Much discussion took place and changes totalling a reduction
£73480.00 were made. It was noted that the District had not yet released information
in respect of the tax base and as such no recommendation could be made at this
meeting. It was with agreement that revised figures are presented to the next
committee meeting to produce a revised net expenditure and from this point the
figures relative to the tax base can be addressed.

It was agreed the next meeting will be set at the January full council meeting.

The meeting closed at 9.15pm.
